refer to your letter of the 14th April (53609/38) regarding the draft of proposed new regulations under the Hong Kong Quarantine and Prevention of Diseases Ordinance, 1936, and to say that for the reasons indicated in his letter of the 12th January last the omission of regulation No. 3(f) from the proposed new regulations appears to be desirable.

I am at the same time to suggest that the Government of Hong Kong be reminded that having adhered to the International Sanitary Convention, 1926, and the International Sanitary Convention for Aerial Navigation, 1933, which prescribed the maximum measures to be imposed, any measures in excess of those prescribed are inadmissible.
